I used Template to first backup the original template. Then used the template button to select a home folder to use as the new template. Finally after testing, I used the restore button. However, my template did not go back to the original settings, they stayed as the home folder I selected using the template button. Any suggestions?

Please check in /System/Library/User\ Template/
you should have the following folders
English.lproj and English.lprog_Original <--- if you have clicked on backup
When you press backup it simply re-names the English.lprog to English.lprog_Original and recover simply deletes the English.lprog and re-names English.lprog_Original to English.lprog
if you have logged into a account using a created template that user will always have that templated home folder unless you delete it (from the Users Directory) and re-login or login as a new user.
Always make sure you have a folder called English.lprog in the "User Template" folder

Right, I have those folders when I backup, but when I "restore" nothing happens. Both folders remain and my "new" template is still used.

Humm
very odd...
Can you delete the English.Iprog folder and click on Restore.
if that does not work you can re-name English.lprog_Original to English.lprog
I will have a look at the code tonight...
What OS version are you running? Are you logged in as root?
check that its .lproj not Iprog (small L not capital i)

Your hint of being root helped. Once I enabled the root user, and restored from that account, it worked. Thank you.
